The Rubber Research Institute of Cambodia was established by Sub-decree 65 of October 17, 1997. It is a legal entity under the management of a Director who reports to a government appointed Board of Directors. It is autonomous in relation to its personnel, physical and financial management, but is subject to technical and budget approval by the Ministry of Agriculture, Forestry and Fisheries, and for financial approval by the Ministry of Finance and Economics.

The creation of the above Institute was facilitated by the government deliver of 897 ha of land under Rubber from the Chup Rubber Plantation in the Kompong Cham Province, the " Projet d'appui au fonctionnement de l' IRCC " (Project to Support for functioning the IRCC) funded by the French Ministry of Foreign Affairs, which has contributed to establishing the first vegetal infrastructures ( Budwood garden, nursery installation, clone trials ), restoring the specification laboratory, training the personnel, and the transfer of staff from the General Directorate of Rubber Plantations.

The real research activities of the institute started in 1996, where the budwood garden, the first large clone trials were established, the specification laboratory restored and researcher staff trained. Now the institute has a staff of just over 60.

The management structure of the Institute has continued to conduct an on-going research program mainly concerned with upstream research. Some research is undertaken at the Station which is located in Kompong Cham Province, and on other rubber plantations, some trials are conducted on-farm, using smallholder collaborators. New clones with better latex have been introduced and tested in the trials. The clonal recommendation for the planting year 2001-2002 has been made for the first time since 1970. The distribution of budwood were made to some rubber plantations, APIP Project and Pilot Project. The budwood distribution was 12 000 metres last year.

The specification laboratory that is interested in becoming an IRA recognized regional test laboratory passed the 87B Round Robin Crosscheck conducted by RRIM on 24th and 25th September 2002.

On the other hand, the Rubber Research Institute of Cambodia became the 16th Member of the International Rubber Research and Development Board (IRRDB) during the IRRDB Annual Meetings held in Montpellier, France from 27-28 September 2001.
